Payroll: Update to IRD Number Validation Range

Inland Revenue are increasing the upper limit for IRD numbers in April 2026.

In line with this change, this release expands IRD number validation to an upper limit of 200-000-000, so that newly issues IRD numbers will continue to be validated.
